Copying Web Server to Dev/Test Site

I copied all our Rock IIS files to a new folder to use as a test/dev/I-can-do-stupid-things-and-break-it site, and of course I replicated the DB to a test DB as well and changed the connection string in the .config file.  The site seems to be working correctly in general, except the CSS does not seem to be working correctly so it all looks wrong.

    It sounds like some of the CSS files didn't get copied correctly.  You can try rebuilding the theme by clicking Restart Rock from System Info or restart Rock manually via IIS.
