Custom Options for Fees/Discounts

It would be so nice to be able to have more options for fees, costs, and discounts in event registrations. I've had dozens of instances now, where being able to apply a custom discount to the second or third registrant would have been a huge time-saver. 

Example 1: for our trip to build houses in Mexico, staff members are free, spouses are full price, and kids are 50% off.  It would be nice to be able to reflect that with a single "staffCCoF" discount. 

Example 2: We have an Israel trip coming up this year and registrants can get a $500 discount if three people register at a time and are willing to share a room. As it is, I had to divide $500 by 3 to get $166.67 and automatically apply that number to each registrant, leaving me with an unsatisfying $500.01 total discount applied.
