Embed a block (group registration for example) in HTML Content Block

I'm trying to integrate a group registration form in a bootstrap modal. I can't figure out how to do it by editing the group registration settings as anything posted in pre-html or post-html displays after the form's elements (which are defined elsewhere). Has anyone figured this out?

I looked into something similar for the Group page but ended writing a custom block to do it. Theoretically it should be possible to pop up a new page with a block within a modal, given the page has the correct layout selected -- compare /SystemInfo and the popup from Admin bar.
