Option to not allow duplicate registrations for the same person

Event

In most cases people can register multiple times for a single event.  This can throw off counts and be hard to spot for larger events.  Particularly for events that require login where the people are well known it would be nice to have an option to either warn or not allow duplicate registrations.  As a recent example, separated parents both registered the same child for an event and made partial payments. Combining the registrations proved difficult.
