403 error when opening file

We are having an issue where when a user that has View/Edit/Admin right on the benevolence page tries to open an attached file they are getting a 403 access denied error. The Rock admins are able to open the file fine. Does this look like a server permission issue or a rock permission issue?

That sounds like it's a permission issue on the File Type itself. There is a built-in file type for Benevolence Request files under Admin | General | File Type. You need to modify the security on that file type to allow whatever non-admin roles you want to have access to them (the role will need both View and Edit rights if you want them to be able to save new documents)
