Roles for Admin control of CMS section

I'm trying to get the right set of roles so that I can have a staff member log into the admin and be able to admin the CMS sites. I gave her 'RSR - Staff Workers' to gain access to the admin area. Then I gave her 'WEB - Administration' assuming she would get access to the 'CMS Configuration' section under Admin Tools. What's the right recipe to get a user access to the 'Admin Tools > CMS Configuration' without having to give full admin?

    I found that the security role of 'RSR - Communication Administration' needs to be added to gain that menu along with 'WEB - Administration' to gain access to Routes under it.
