Prevent payment plan charging more than balance due

Scheduled transactions from an event registration payment plan should look at the balance due before making the charge. If the balance due is less than the scheduled financial amount that will be charged, then only charge the balance due amount. If the balance due is $0, then do not process the scheduled transaction and delete the payment plan.

We've run into this when a discount is applied after a registrant has setup their payment plan but the payment plan is not adjusted at the same time the discount was applied.
